Have you not played Halo?!
the arbiters are like Super Elites. The arbiter is a mark of shame on the elites. Whenever an elite doesnt do well in combat and mess up, the prophets brand him an arbiter and send him on a mission which is branded sucidal by the prophets, but in this arbiters case, he survived and starteda civil war within the covenant, so the arbiter is not a super elite its a punishment (halo encyclopedia FTW) |

| Also about the whole "Arbiter thing" there only was one Arbiter at a time until the first Arbiter would die doing a suicide mission for the prophets. As there will be more than one Arbiter in the Arbiter squad thing I don't think it should be Arbiter:3 |
